The case neck is annealed to soften it. This prevents gas leaks and allows the case to firmly hold the bullet for at least 10 years without cracking due to aging material. The hardness increases further down the case body to avoid unnecessary stretching. If it is too hard, there is a risk of cracking.
The .243 is a very popular round all over the world for hunting medium sized game, probably due to its flat trajectory and very mild recoil.
